Bell Pepper and white "bugs"? that look like small mildew spots

That's about the only way to describe the nuisance. The plant have been beautiful and have about 7 pepper that are in varying stages of size. Suddenly today, there is a white substance/spot, each about the size of a pin head, but also varying in size to a degree. They don't look like a bug, but if you put your fingernail up next to one, it moves. WHAT on earth is this short of using and insecticide, what can I do to eliminate them? I've never grown peppers before, so this is a first for me. For now, I'm going to try a soapy solution. Thanks for any information.
